Mobile/manufactured home parks shall require a conditional use permit and shall comply with the following development standards and requirements:

A. Lot Coverage. All impervious surfaces, including mobile/manufactured homes, carports, patios and driveways, shall not exceed 60 percent of the lot area.

B. Except as provided within BMC 12.08.060, setbacks within mobile/manufactured home parks shall be consistent with the following:

1. Minimum front yard setbacks:

a. Within mobile/manufactured home parks containing fee simple lots, structures shall be set back 10 feet from the front property line.

b. Within mobile/manufactured home parks containing rental pads or spaces, the front yard setback shall be 10 feet from the edge of any internal driveway; provided, however, that where an internal driveway cannot be definitively determined, the front yard setback shall be the average distance of the existing mobile homes from the centerline of the internal driveway.

2. Minimum rear and side yard setbacks:

a. Within mobile/manufactured home parks containing fee simple lots, the side and rear yard setback shall be five feet; and

b. Within mobile/manufactured home parks containing rental pads or spaces, the rear and side yard setbacks shall be consistent with the 10-foot minimum clearance required between mobile/manufactured homes, as established in subsection (B)(4) of this section.

3. Corner lots shall observe a minimum 10-foot setback from all streets and alleys.

4. The minimum clearance between mobile/manufactured homes shall not be less than 10 feet.

5. The clearance between mobile/manufactured homes and any accessory building(s) situated on the same lot shall be as follows:

a. For one-hour fire-resistive structures, a minimum of three feet or the dimension established by the building and fire codes;

b. Carports may abut mobile/manufactured homes;

c. For all other structures, a minimum of six feet.

6. Eaves may project up to a maximum of 18 inches into any required setback area.

C. Except as provided for within BMC 12.08.060, setbacks within mobile/manufactured home parks containing rental pads or spaces where there are no defined lot lines shall be consistent with the following:

1. Where side and rear yard setbacks cannot be definitively ascertained, the allowable location for a mobile/manufactured home shall be dictated by the 10-foot minimum clearance required between mobile/manufactured homes, as established in subsection (B)(4) of this section; and

2. Where front yard setbacks from an internal driveway cannot be definitively ascertained, the allowable minimum distance from the edge of the driveway shall be the average distance of existing mobile/manufactured homes from the centerline of that driveway.

D. Parking Spaces.

1. A minimum of two off-street parking spaces per mobile/manufactured home shall be provided on the lot on which the mobile/manufactured home is located.

2. Vehicles over 10,000 pounds gross license weight and recreational vehicles shall not be parked or stored on the individual lots or on the street. A separate storage area shall be provided with appropriate fencing and visual screening.

E. Streets and Access.

1. Access to and from the mobile/manufactured home park shall be from a minor arterial or collector street. Access to mobile/manufactured home lots shall be from interior streets only. No individual access to any mobile/manufactured home lot shall be from streets adjacent to the exterior of the mobile/manufactured home park.

2. Driveways providing entrances or exits to the mobile/manufactured home park shall be no closer than 50 feet from an intersection, measured from the existing or proposed right-of-way, whichever is the greater.

3. All streets and access roads so designated in the review process shall be completed prior to occupancy of any mobile/manufactured home.

4. All streets and access roads shall be designed and constructed in accordance with the Bothell Design and Construction Standards and Specifications.

F. Landscaping – Recreation Space.

1. At least 10 percent of the gross area within the mobile/manufactured home park shall be set aside as active recreation space. The 25-foot buffer area required by subsection (F)(2) of this section shall not be counted towards meeting the 10 percent requirement.

2. A 25-foot minimum buffer area around the perimeter of the mobile/manufactured home park is required. The buffer area shall contain perimeter screening of evergreen plantings, a minimum of five feet in height when installed, which will grow to a minimum of eight feet in height within five years.

3. The developer shall furnish to the city a performance bond or other suitable security in a form approved by the community development department to ensure installation of the landscaping prior to any construction in the mobile/manufactured home park.

G. Drainage. Drainage and runoff plans shall conform to city requirements.

H. Sewers. Each mobile/manufactured home shall be connected to sanitary sewers. A valid side sewer permit shall be obtained prior to any connection to city sewers.

I. Fire Flow. The development shall comply with city fire flow requirements, including but not limited to size, location and arrangement of water mains and spacing of fire hydrants. (Ord. 2252 § 4, 2018; Ord. 2140 § 2 (Exh. B), 2014; Ord. 1815 § 1, 2000; Ord. 1629 § 1, 1996).
