A. The city shall collect impact fees from any developer seeking a building permit from the city for development activity. The amount of the impact fee collected shall be calculated as set forth in BMC 21.12.090.

B. Except as allowed under Chapter 21.06 BMC or BMC 21.12.090, no building permit shall be issued for any development activity until all required impact fees set forth in this chapter have first been paid.

C. For development activity where a fully complete application has been submitted for a building permit, preliminary plat, preliminary short plat, or preliminary PUD on or before December 31, 2021, the applicant shall pay impact fees as provided for in the version of this chapter existing at the time the fully complete application was filed in lieu of the current requirements of this chapter, except that all impact fees shall be paid directly to the city and not to the district and shall be in the amount approved by the city council on December 7, 2021, or as may thereafter be amended by the city council.
