The commission shall serve only in an advisory capacity responsible to the city manager and city council, and in that capacity shall make such surveys, analyses, researches and reports as are generally authorized or requested by the city manager and city council, including proposed amendments, modifications, or alterations in the city’s comprehensive plan, zoning code and zoning map. The commission shall have the power to hold public hearings on these matters, and shall have such other powers and duties as shall be provided by resolution or ordinance of the city council from time to time.
