All territory which may hereafter be annexed to the city shall be considered to be zoned in conformance with the Imagine Bothell... Comprehensive Plan for the area to be annexed. In the event the area annexed is not within the area encompassed by the comprehensive plan, its temporary zoning shall be the zone in the city in this title which corresponds in description most closely to the existing zoning of the property in the county until such time as the city has amended its comprehensive plan to include the annexed area.
