The city council may direct the planning commission to prepare a comprehensive land use plan and/or proposed zoning regulations to become effective upon the annexation of any area which might reasonably be expected to be annexed by the city at any future time. Such comprehensive plan and zoning actions are legislative actions and shall be considered in accordance with the procedures for such actions as set forth in BMC Title 11, Administration of Development Regulations and Chapter 35A.14 RCW.
