This chapter is intended to provide for recreation areas for residents of dwellings in the R 5,400a, R 4,000, R 2,800 and R-AC zoning districts, to separate such areas from automobile oriented space, and to enhance the environmental quality of such districts, thus promoting the public health, safety, and welfare of the community.
