A. All mobile/manufactured home parks existing on April 1, 1996, and which were in compliance with existing city or county codes at the time of their establishment shall be legal nonconforming uses and shall be entitled to the number of mobile homes which was permitted by the applicable ordinance in effect at the time the mobile/manufactured home park was established; provided, however, that no increase in the number of units shall be allowed unless the provisions of this chapter are met.

B. Setbacks applied to structures within the existing Hollyhills and Woodcrest Estates Mobile/Manufactured Home Parks shall be based upon the setback dimensions of Table 12.08-1 below; provided, that all setback dimensions shall be consistent with the city-adopted building and fire codes:
