In addition to or as an alternative to any other penalty provided in this title or by law, any person whose animal is maintained in violation of this title shall incur a civil penalty plus billable costs of the animal control authority. The penalty for the first notice of violation shall be $10.00, $25.00 for the second violation in any one year, and $50.00 for each successive violation in any one-year period. The penalties provided in this section for second, third and successive violations in any one-year period shall be minimum mandatory penalties which shall not be suspended or deferred.
