It is unlawful to keep, use, or maintain within the city any animal shelter, kennel, cattery grooming service or pet shop that is unsanitary, nauseous, foul or offensive, or in any way detrimental to public health and/or safety, and not in compliance with this chapter and may be cause for revocation or denial of such license.
