It shall be the duty of the director or the director’s agent of the animal control authority to make or cause to be made such inspections as may be necessary to ensure compliance with this chapter. The owner or keeper of an animal shelter, kennel, cattery, grooming service or pet shop shall admit to the premises, for the purpose of taking an inspection, any officer, agent, or employee of the animal control authority at any reasonable time that admission is requested.
