Pursuant to RCW 35A.34.040, the city council hereby establishes a two-year biennial budget for the city of Bothell, beginning with the two-year biennium which begins January 1, 2003. The 2003-2004 biennial budget and all subsequent budgets shall be prepared, considered and adopted under the provisions of this chapter and Chapter 35A.34 RCW which is hereby adopted by reference.
