The fee schedule contained in the table in BMC 21.08.130 shall be reviewed by the council at least once each fiscal year. The review shall occur in conjunction with any update of the capital facilities program (CFP) element of the city’s comprehensive plan; provided, that failure to conduct this review shall not invalidate the fee schedule previously adopted. As part of the annual review, the fees shall be adjusted by the same percentage change as in the most recent annual change of the Construction Cost Index published in the Engineering News-Record.
