In the event of a vacancy in the office of a commissioner, the mayor shall appoint, subject to approval of the city council, a person to serve the remaining term of the vacant position. Prior to consideration for appointment, each candidate shall submit a written application or request in the form determined by the city clerk’s office to be considered, which shall be reviewed by the mayor and council members prior to appointment to the commission.
