The appointment of commission members to fill expiring terms on the commission shall be made by the city council at their discretion. A special temporary appointment of a former planning commission member may be made by the city council for the purpose of completing action on any quasi-judicial matter in which the former commission member participated prior to the end of the commission member’s regular term. The special appointment is limited to the quasi-judicial matter and shall expire upon final action by the planning commission in the quasi-judicial matter for which the special appointment was made. Members of the commission may be removed at the pleasure of the city council.
