It is the intent of the city council of the city of Bothell in enacting this chapter to create a system of civil service independent of Chapters 41.08 and 41.12 RCW but which substantially accomplishes the purposes of those chapters. The city council finds that the system of civil service set forth herein meets this intent and the requirements of RCW 41.08.010 and 41.12.010 for such independent systems.
