Immediately after their appointment, members of the board shall meet and organize by electing from the members of the board a president, secretary and such other officers as may be necessary. It is the duty of the president to preside at all meetings of the board and for the secretary to keep minutes of all meetings and proceedings of the board. A majority of the board shall constitute a quorum for the transaction of business, and the votes of a majority of the quorum shall be necessary to carry out any proposition or business. A meeting of the board shall be held at least once every other month, beginning with January of the calendar year. If necessary, special meetings may be called by the president with the consent of a majority of the board members. (Ord. 2044 § 1, 2010; Ord. 1292 § 2, 1988).
