The city council shall appoint members for two-year terms, subject to, at a minimum, annual review by the city council. The council may make changes, as appropriate, after review. Terms for Position Nos. 2 through 7 shall begin on May 1st of the year in which the appointment occurs and expire April 30th of the year of the expiration for the individual term. Position No. 1 shall be a member of the council, which term shall expire on December 31st of the year of expiration. Position Nos. 2, 4, and 6 shall expire in odd-numbered years.
