The following charges shall be made by the city for furnishing sewer service within the city limits:

A. Class I. Single-family residences, including duplexes, triplexes, manufactured home communities, and other uses with individual sewer and water services for each dwelling unit: $149.36 every two months (bimonthly) for each housekeeping unit, together with an additional charge measured by multiplying the annualized winter-average bimonthly water usage from the prior year which exceeds four C.C.F. (hundred cubic feet) by $4.95 per C.C.F. The winter-average period for this purpose is defined as November 1st through April 30th.

B. Class II. All commercial uses, which include all uses not otherwise defined in Class I, Class III, and Class V: A bimonthly charge of $196.39, plus a customer equivalent charge measured by multiplying the water consumption which exceeds 15 C.C.F. in the bimonthly billing period by $12.58 per C.C.F.

C. Class III. Public and private schools: A bimonthly charge of $196.39, per school water service together with an additional charge measured by multiplying the water consumption which exceeds 15 C.C.F. in the bimonthly billing period by $12.58 per C.C.F.

D. Class V. Multiple unit residences, including duplexes, triplexes, fourplexes, hotels, motels, cabins, apartments, condominiums, accessory dwelling units, and all of their housekeeping units, where each unit does not have an individual water meter: A minimum bimonthly charge of $196.39, plus a customer equivalent charge measured by multiplying the water consumption which exceeds 15 C.C.F. in the bimonthly billing period by $12.58 per C.C.F.

E. In special cases, single-family residents will be billed according to the following policies:

New homes

Billed at system average charge until use is established.

Changes in property ownership

Billed only system average charge until use is established.

Nonwater customers

Billed at system average charge.

Leak adjustments

Billed per adjusted winter volume in accordance with BMC 18.06.330(E). City will factor water leak adjustment into calculation for sewer rate.

F. Utility Tax. All charges set forth in this section shall be subject to the city’s utility tax as set forth in BMC 5.08.020, which are not included in charges shown in this section.

G. Temporary Sewer Billing Discontinuation. Temporary sewer billing discontinuation will be charged a fee in accordance with the fee schedule in effect at the time of the request. Discontinuation is only allowed for sewer services associated with a city of Bothell water service. Discontinuation is not allowed for periods that are less than an entire two-month billing period, partial billing periods, or for longer than 12 months. (Ord. 2410 § 1 (Exh.
