The city shall use reasonable diligence and care to maintain free flow of sewage and to avoid any interruption in service. The use of the sewer upon the premises of the user shall be at the risk of the user, and the responsibility and the liability of the city shall cease at the connection of the side sewer to the main. The property owner shall not block accessibility to any utility structures of appurtenances. (Ord. 1634 § 1, 1996).
