Whenever the city undertakes the construction, reconstruction or repair of sidewalks, gutters and curbs along and driveways across sidewalks, the city council shall proceed under the authority of and under the procedures provided in Chapter 35.68 RCW, which procedures shall be initiated by the adoption of a resolution by the city council stating whether the cost shall be borne by abutting owner in whole or in part, or requiring the abutting owner to construct the improvement at their own cost and expense.
