The director is responsible for monitoring existing traffic conditions with regard to available capacity for roadway facilities on a regular and continuous basis.

The director shall provide periodic updates to the city council on the city’s roadway capacity. The director shall also report on the status of roadway capacity when public hearings for comprehensive plan amendments are heard. (Ord. 2014 § 1 (Exh.
