A complete application of all required construction level permits shall have been submitted to the city for approval within five years of the date of conditional use permit approval; except that for conditional use permits approved through December 31, 2011, a complete application of all required construction level permits shall have been submitted to the city for approval within seven years of the date of conditional use permit approval.
