Each applicant, at the time of application, and all operators, before employing any tow truck driver, shall submit the names and addresses of the drivers to the chief of police. All such drivers must be at least 21 years of age, must possess a valid Washington State driver’s license, and must not have been convicted of driving while under the influence of intoxicants or drugs, reckless driving, or having their driver’s license suspended in this or any other state within the last five years, or have been convicted of any felony within the last 10 years.
