8.52.030 Prohibited acts.
The following acts are unlawful during such a black-out:
A. To congregate in groups of five or more persons on any public sidewalk, street, alley or other place;
B. To display or allow to be displayed any light visible from out-of-doors or from any vehicle except lights prescribed for emergency vehicles and lights deemed necessary by the military authorities and made known by the mayor and/or marshal;
C. To drive any emergency vehicle with the lights on, unless shielded according to regulations prescribed by the military authorities at a greater speed than 20 miles per hour;
D. To drive any other vehicle or any emergency vehicle with lights off at a greater speed than 15 miles per hour;
E. To sell any intoxicating liquors.
Emergency vehicles are those designated as such by the mayor and/or marshal. They shall exhibit on the front windshield an insignia to be designated and furnished by them or either of them; and all lights thereon shall be shielded in accordance with rules and regulations prescribed by them or either of them.
When deemed necessary for the protection of the public peace, health and safety, the mayor and/or marshal shall make rules and regulations concerning the black-outs in addition to those prescribed in this chapter, which shall have the force and effect of law until repealed by the city council.
