This chapter does not prohibit any manufacturer, wholesaler, dealer, or jobber having a license issued by the chief of the Washington State Patrol, through the director of fire protection, and a permit secured under the provisions of this chapter from manufacturing or selling any kind of fireworks for direct shipment out of this state.
