The animal control authority may, in addition to other penalties provided in this title, revoke or refuse to renew any animal shelter, hobby kennel, kennel, grooming parlor, or pet shop license upon good cause or for failure to comply with any provision of this title; provided, however, the enforcement of such revocation, suspension or refusal shall be stayed during the pendency of an appeal filed pursuant to BMC 6.24.160.
