The applicant for an original animal shelter, cattery, pet shop grooming service or kennel license shall present to the animal control authority a written statement from the city department of community development that the establishment of the animal shelter, cattery, pet shop grooming service or kennel at the proposed site is not in violation of the city zoning code, has a legal nonconforming zoning status, or a conditional use permit has been issued for the intended use.
