If any portion of this chapter should be inconsistent or conflict with any federal or state statute or regulation now or hereafter adopted, then to the extent of the inconsistency or conflict, the statute or regulation shall control for so long as such statute or regulation shall remain in effect; provided, the remaining provisions of this chapter shall not be affected thereby.
