If any person fails to apply for a license or to pay the fees therefor or to pay any penalties assessed, or the cost of any audit required by the license officer or any part thereof within three days after the same has become due, the license officer shall ascertain the amount of the fee, or penalty or installment thereof and/or cost of audit due, and shall notify such person thereof, who shall be liable therefor in any suit or action by the city for the collection thereof. The license officer shall also notify the city attorney in writing of the name of such delinquent person and the amount due from the person, and the attorney shall, with the assistance of the license officer, collect the same by any appropriate means or by suit or action in the name of the city.
