Subject to the discretion of future councils, the council directs that funds derived from lot sales along with any annual appropriation made by the council from general revenues be placed within the enterprise fund in order to provide for the maintenance and operation of the cemetery. The council anticipates recommendations regarding operational structure from its Bothell Pioneer Cemetery task force and such recommendations will be used as a basis for determining the future operation of the cemetery. Nothing herein shall be interpreted to limit the discretion of the council to appropriate future funds, accumulate moneys within the fund or to divert such funds to the extent permitted by law. The council’s discretion shall be limited only by legal limitations relating to the endowment funds accepted from the International Order of Oddfellows and any limitations on private donations made which have been to the fund for restricted purposes.
