“Owner” of property means the fee simple owner of record as exists on the county assessor’s records, unless the property is being purchased and financed pursuant to a real estate contract. In that case the owner shall be the vendee of that contract. An owner may also be that person or entity that holds legal ownership of property other than real estate, as defined in BMC 22.08.155.
