The schedule of fire impact fees assessed by the city may be reviewed periodically by the council at the council’s discretion, but shall be reviewed by council in conjunction with any update of the capital facilities program (CFP) element of the city’s comprehensive plan; provided, that failure to conduct a review shall not invalidate the fee schedule previously adopted.
