A. On at least an annual basis, the city council shall review the information submitted by the district pursuant to BMC 21.12.040(A). The review shall occur in conjunction with any update of the capital facilities plan element of the city’s comprehensive plan and/or with any request by the district following the district’s adoption or revision of its capital facilities plan.

B. For the purpose of considering proposed changes to impact fees, the materials submitted by the district shall include the formula for calculating the fee and shall specify the proposed impact fee amounts for both single-family and multifamily residential units.
