The commission shall elect its own chairperson, chairperson pro tem and executive secretary, and create and fill such other offices as it may determine are required. The commission shall adopt bylaws and rules for the transaction of business and shall keep written minutes of it meetings, resolutions, transactions, findings and determinations, which records shall be a public record maintained in the office of the city clerk.
