Immediately after their appointment, members of the board shall meet and organize by electing from the members of the board a chair, secretary, and such other officers as may be necessary. It shall be the duty of the chair to preside at all meetings of the board and of the secretary to keep minutes of all meetings and of all proceedings of the board. A majority of the board constitutes a quorum for the transaction of business, and the votes of a majority of the quorum shall be necessary to carry out any business. A meeting of the board shall be held at least once a month, unless cancelled due to a lack of business. (Ord. 1834 § 1, 2000; Ord. 924 § 1, 1979; Ord. 308 § 3, 1960).
