A. Assuring that emergency preparedness, mitigation, response and recovery activities are carried out within the city, through the emergency operations plan;

B. Declares proclamation of local emergency;

C. Provides visible leadership to the community;

D. Provides policy direction through the city manager and the director of emergency services. (Ord. 1619 § 1, 1995).
