In the event the director finds any person engaged in construction for the purpose of making a connection to a public water main without a permit, the director shall immediately notify such person to stop work. If such work is not immediately stopped, the public works director shall issue a stop work order and no further work shall be done until the person has complied with all the rules and regulations of the city.
