The city shall use reasonable diligence and care to maintain free flow of storm water and to avoid any interruption in service. The use of the storm drainage side sewer on the premises of the user shall be at the risk of the user, and the responsibility and the liability of the city shall cease at the connection of the storm drainage side sewer to the main or catchbasin.
