The city council finds that the ordinance codified in this chapter is necessary in order to minimize water quality degradation by preventing the siltation of the city’s creeks, streams, rivers, lakes, and other water bodies; to protect property owners adjacent to developing land from increased runoff rates which could cause flooding and erosion of abutting property; to promote sound development policies which respect and preserve the city’s watercourses; to ensure the safety of city roads and rights-of-way; and to decrease surface water damage to public and private property.
