A. All facilities are required to develop a written FOG control program. The goal of the program is to implement reasonable and technically feasible controls of free-floating FOG. The FOG control program should be available on site for review within 60 days of certificate of occupancy or, for existing facilities, at the time of business license renewal. The basic components of the program can be developed in any form but must include:

1. A written program articulating management and corporate support for the plan and a commitment to implement planned activities and achieve established goals through the implementation and enforcement of best management practices.

2. A description of the facility type and a summary of the products made and/or service provided.

3. Quantities of FOG brought into the facility, contained in the product(s) made, and discharged to the sanitary sewer.

4. A description of current reduction, recycling, and treatment activities.

5. Schematics of the process areas illustrating drains and discharge points connected to the sanitary sewer.

6. Specific performance goals and implementation schedule.

7. Initial training for new employees and refresher training every six months.

B. New Facilities or Improvements. Facilities that are newly constructed on or after the effective date of this section shall install, operate, and maintain an approved type and adequately sized grease interceptor and/or oil/water separator, as appropriate, necessary to maintain compliance with requirements as described in the current version of the Uniform Plumbing Code (UPC) and required by the permitting process.

C. Existing Facilities with FOG Pretreatment Devices.

1. Existing facilities that, as of the effective date of the ordinance codified in this section, operate and maintain existing FOG pretreatment devices shall be permitted to continue operating and maintaining those existing FOG pretreatment devices; provided, that the equipment is in efficient operating condition.

2. All such existing facilities are required to develop and implement best management practices (BMPs) to reduce the quantity of FOG discharged to the sanitary sewer collection system.

3. Notwithstanding existing devices, any existing facility under this subsection will be required to install an approved type and adequately sized grease interceptor and/or oil/water separator, as applicable, designed to meet the city’s FOG control requirements as described in the UPC or the Bothell standards, whichever is more stringent, if such facility:

a. Is known to cause grease-related cleaning activities in the sanitary sewer;

b. Is known to cause a grease-related sanitary sewer overflow; and/or

c. Fails to implement and enforce BMPs.

Installation of the required grease interceptor and/or oil/water separator must be completed within 90 calendar days from notification by the city or as otherwise specified by other governing agencies or by the city during the permitting process.

D. Existing Facilities without FOG Pretreatment Devices.

1. This subsection applies to any facilities existing on the effective date of the ordinance codified in this section without operating and maintaining existing FOG pretreatment devices and that:

a. Will be expanded or renovated with a building permit valuation of greater than or equal to $20,000;

b. Is known to cause grease-related cleaning activities in the sanitary sewer;

c. Is known to cause a grease-related sanitary sewer overflow; and/or

d. Fails to implement and enforce BMPs.

2. Facilities under this subsection shall install a properly sized and functioning grease interceptor and/or oil/water separator, as applicable, designed to meet the city’s FOG control requirements as described in the UPC.

3. Installation of the required grease interceptor and/or oil/water separator must be completed within 90 calendar days from notification by the city or as otherwise specified by other governing agencies or by the city during the permitting process.

E. Variance from Grease Interceptor and/or Oil/Water Separator Requirements. There shall be no variances or exceptions for facilities required to utilize FOG pretreatment device(s). Requests for alternate means and methods designed to UPC requirements shall be submitted for approval. (Ord. 2261 § 4, 2018).
