This chapter applies to all food service establishments and any other user or business that discharges polar or nonpolar grease to the sanitary sewer collection system on or after the effective date of the ordinance codified in this section; provided, that the establishment, user, or business is located within the municipal boundaries of the city of Bothell sanitary sewer collection system.
