It is unlawful for any person to make an opening in any public sewer, or to connect or disconnect any private sewer or side sewer therewith, or to lay, repair, alter or construct any sewer to be connected to or disconnected from a public sewer unless such person has first obtained a sewer permit from the public works director. Upon approval of plans and specifications and upon payment of all fees and charges, including connection charges and assessments, the public works director shall issue a permit to perform the work.
