The rates, charges and classifications provided in this code may be amended from time to time in the discretion of the city council, and such amended rates, charges or classifications shall apply to and be binding upon users of the sewer system whether located within or without the limits of the city. Any utility rate increase, utility tax increase or increase in the charges by METRO shall be passed on to the user in the monthly bill. (Ord. 1634 § 1, 1996).
