The director and other employees charged with the enforcement and administration of this chapter, acting for the city in good faith and without malice in the discharge of their duties, shall not thereby render themselves liable personally for damages that may accrue to persons or property as a result of an act required or by reason of an act or omission in the discharge of such duties.
