Approval of the concurrency resolution agreement shall give the applicant authority to submit an application for a concurrency encumbrance letter. This application must be submitted within 15 working days of approval of the concurrency resolution agreement, or the agreement shall expire and the capacity shall be transferred to the available capacity category.
