The purpose of this chapter is to implement the concurrency provisions of the transportation element of the city’s comprehensive plan, as required by RCW 36.70A.070(6)(e), consistent with WAC 365-195-510 and 365-195-835. No development permit or project permit shall be issued except in accordance with this chapter, which shall be cited as the concurrency management ordinance. (Ord. 2014 § 1 (Exh.
