Employers affected by this chapter are required to make a good faith effort as defined in RCW 70.94.534(2) and this chapter to develop and implement a CTR program that will encourage its employees to increase non-drive-alone commute trips. The goals for increasing Bothell’s proportion of non-drive-alone vehicle trips are established in the Bothell CTR plan. The city will set the individual worksite goals for major employers based on how the worksite can contribute to the city’s overall goal established in the CTR plan. (Ord. 2207 § 1 (Exh.
