Based upon information provided in any required special report or study, the community development director shall determine conditions of development which will ensure, to the extent possible, no degradation of groundwater quantity or quality. Such conditions shall be attached to a critical areas alteration permit when required as a result of the presence of any other critical area or to any other permit required by the project or approval of a rezone application or certification of zoning compliance for either tenancy or new construction.
