The board shall adopt rules and regulations in addition to the limitations and standards set forth by the city council and by ordinance and consistent therewith for the making of applications for such permits, variances or reviews, for the conduct of its meetings and hearings, for the setting of times of hearings and for the giving of notices thereof to officials whose decisions or functions will be affected thereby or to property owners whose property rights or privileges may be altered by such action, or to the public as required by ordinance.
