The shoreline board shall elect its own chair, chair pro-tem, and executive secretary, and create and fill such other offices as it may determine are required. The board shall adopt bylaws and rules for the transaction of business and shall keep written minutes of its meetings, resolutions, transactions, findings, and determinations, which records shall be a public record maintained in the department of community development or city clerk’s office.
